She is the Vice Chancellor of Pondicherry Central University, an ex-Vice Chancellor at SNDT Mumbai, former Acting Vice-Chancellor at University of Mumbai, and her CV has passed through the Central government and the office of the President of India, who is the Chancellor of all central universities, before her last appointment.
But documents accessed by The Indian Express reveal that Chandra Krishnamurthy plagiarised most of one book mentioned in that CV, which also lists two other books that may have never been published at all.
And, a search of the UGC database and an online repository for law schools show no trace of 24 of Krishnamurthy’s 25 research papers and publications — on legal and constitutional studies — listed on her CV.
When contacted, Krishnamurthy first expressed surprise at the allegations, then said that she had acknowledged the portions in her work where she referred to other sources. However, this acknowledgment, in the last page of the book in question Legal Education in India which she authored, is a list of seven names of scholars without any explanation, and two Wikipedia links.
Krishnamurthy, who was appointed as Pondicherry Central University V-C in early 2013, did not comment on the ethics of using others’ work while claiming complete authorship. She added, before abruptly terminating the conversation, that she has published two books — Legal Education in India (2009 and 2011) and Human Rights for Vulnerable Groups — with Himalaya Publishing House even though the publishers have confirmed publication of only the first one.
She did not comment about the third book mentioned on her CV — Constitutional Law-New Challenges. The CV claimed the book was published by Snow White Publication but Angit Thakur, who represents the publishing house, said their database could not trace this book or any other publication by Krishnamurthy.
Now consider these:
* Five out of eight chapters of Legal Education in India were found to include papers written by eminent scholars including Padmashree N R Madhava Menon, an eminent legal educator and the founder of National Law School in Bangalore.
* Menon’s work titled “Training in Legal Education: Some Comparative Insights from Indian American Experience” has been virtually copied in full and published as a fourth chapter in Krishnamurthy’s book with a minor change in the title: “Some Comparative Insights From Indian and American Experience.” Other than a minor change – the word “means” in the original paper has been changed to “moans” in a portion — the article has not been changed.
When contacted, Menon said he will question this “theft” and take appropriate action. “I am just waiting to see a copy of her book,” he said. “She never asked me for this reproduction and anyway, nobody can reproduce one’s work in another’s name.”
Then again, the preface of  “Legal Education in India” has been copied from a paper titled “Legal Education To Meet Challenges of Globalisation” authored by Pradip Kumar Das, a lecturer of Bengal Law College in Birbhum.
While Krishnamurthy has used the first paragraph of the paper for the preface, the rest of Das’ work is published as the second chapter of her book without even changing the title.
That’s not all.
* The book’s first chapter, titled “Legal Education and Advocates Act, 1961”, is almost a verbatim copy of the 184th report of Law Commission of India published in 2002, titled “The Legal Education & Professional Training and Proposals for Amendments to the Advocates Act, 1961 and the University Grants Commission Act, 1956.”
* A paper “Lawyers and Legal Education in India”, authored by Dr Ram Babu Dubey a professor of law (at the time of publication) at the Government P G College, Narasinghpur, Madhya Pradesh, has been reproduced in the fifth chapter of Krishnamurthy’s book under the title “Legal Education in India and Role of Lawyers (BAR)”.
* The first three pages of the sixth chapter has been copied from “History of Legal Education” authored by Sushma Gupta and published by Deep and Deep Publications Private Limited, New Delhi in 2006.
And, these are just the major instances of plagiarism that have been noted.
When contacted, K N Pandey, one of the directors of Himalaya Publishing House, said that contrary to what Krishnamurthy claimed in her CV, they have never published the book titled “Human Rights for Vulnerable Groups.”
“Only one book has been published by her and we will definitely take legal action against the author if instances of plagiarism has been found. Unfortunately, the book is already in the syllabus of several law institutions including the department of law at the Bombay University for LLB courses. It is intellectual theft and she can’t reproduce somebody’s work when the copyright belongs to us, the publisher,” Pandey said.
Interestingly, Krishnamurthy has marked all her personal files, including her CV, as “Protected Personal Information” by the Public Information Officer which would prevent them from being accessed by RTI queries.
Rajiv Yaduvanshi, an IAS officer who was the former registrar of Pondicherry Central University, had initiated several inquiries against Krishnamurthy before being repatriated by her last month. It was his efforts through the HRD Ministry that finally led to the declassification of her personal details. “I had reported to the HRD Ministry about how she has abused her power by marking her personal details as “Protected Personal Information” to deny RTI queries,” he said.
When contacted, M Anandakrishnan, chairman of the IIT-Kanpur board, and member of the panel that shortlisted Chandra in 2012, said the charges were serious and that she should be removed immediately from the post. “I will not tolerate the leader of an academic institution being involved in deliberate academic misdemeanour,” he said.
Asked about the selection of Chandra by the panel, he said when they “select so many V-Cs within limitations, there are possibilities of some accidents too”.

After going through the instances of plagiarism by Krishnamurthy, K L Chopra, a former director of IIT-Kharagpur who has headed several probe panels in central institutions and universities on plagiarism, said what the Vice-Chancellor had done was a punishable crime. “It is nothing less than the crime of stealing money. Plagiarism is the extreme form of dishonesty and a crime no teacher or scholar can do. She should be removed from the V-C’s post immediately and the HRD Ministry should order a probe into her academic credentials and claims of publications,” he said.

Following The Indian Express report that documents showed Pondicherry University Vice-Chancellor Chandra Krishnamurthy has plagiarised most of the book she mentioned in her CV, the Pondicherry University Teachers’ Association (PUTA) has sent a letter to Union Human Resource Development Minister Smriti Irani seeking her immediate removal and a probe into her academic credentials.
The letter from PUTA says that a vice-chancellor must not just protect academic ethics but also “nurture” them, and “this shameful and indefensible act of academic theft and cheating makes her position as head of an institution, that too of a central university, absolutely untenable”.
The allegations regarding her book add to other charges of gross illegalities against her, says PUTA, adding that her appointment by the UPA regime was also fraught with problems.
The Indian Express had reported on Saturday that Krishnamurthy appeared to have plagiarised most parts in one book by her, Legal Education in India (2009 and 2011), mentioned in her CV. Five out of eight chapters and the preface appear to be verbatim copies of papers published by eminent legal scholars. Two other books mentioned in her CV may have never been published at all.
In another move that may prove controversial, Krishnamurthy has called for a meeting of the Executive Council, the top academic and administrative body of the university, on Monday, reportedly to ratify the minutes of a June 2014 meeting which had been later “cancelled” by the HRD Ministry for “violating rules” and repatriating the registrar “without valid reasons”.
A member of the Executive Council said the vice-chancellor had called the June meeting invoking emergency powers “despite a government order to not invoke special powers to call for emergency Executive Council meetings”. “The purpose was to repatriate registrar Rajiv Yaduvanshi, and approve new recruitments and 25 per cent reservation for local students, which is against the very idea of a central university.”
Krishnamurthy was not available for comment.

  • This is getting murkier by the minute. Professor Pardha Saradhi, on whose complaint of plagiarism former Delhi University Vice-Chancellor Deepak Pental was briefly arrested on Tuesday, has now written a letter accessed by Mail Today to HRD Minister Smriti Irani requesting her "to help clean up the university of such plagiaristic activities".
    Saradhi has accused fellow professors in the Department of Environmental Studies of encouraging M.Sc. and Ph.D. students to plagiarise research papers.
    He has collated thesis papers by students and corresponding research articles from which they have allegedly been copied. Saradhi has requested the government to weed out such individuals from the university before plagiarism becomes the order of the day. "There are several anti-student and antiuniversity activities taking place in the University of Delhi which I have been opposing in the interest of the nation. I tried to seek the help of ex-MHRD Ministers but in vain. Complaints reach the university but no action is taken. Instead, students who are working with me and I have been targeted and harassed," Saradhi has written in his letter.
    "One professor," he writes, "was earlier caught for plagiarising research findings of others but he escaped scrutiny through his connections and manipulations. Then he and others in the department started training M.Sc. students, who are otherwise talented, to plagiarise scientific materials." Saradhi cites the example of a Centre for Inter-disciplinary Studies of Mountain and Hill Environment (CISMHE) student and the several articles from research journals which he has copied. He alleges the student and his guide were not even present in the university during the time the former claims to have carried out the research work.
    Not just DU
    Saradhi's fear is justified. Not just Delhi University, the plagiarism virus has spread across all leading universities in the city like Jawaharlal Nehru University, Guru Gobind Singh Indraprastha University and Jamia Millia Islamia. Senior professors point out that in almost all cases of plagiarism, especially those involving powerful faculty members or administrators, the response always begins with a denial by authorities, till courts or independent bodies like Society for Scientific Values (SSV) pursue the matter to the logical end as happened in the Pental case. The malaise has also spread to dissertations presented by research scholars.
    The Co-ordination Committee of Teachers' Associations of Delhi (CCTAD) which represents the four leading universities has raised the plagiarism issue in a letter to the Human Resources Minister Smriti Irani on November 20, 2014. The letter states that "the growing instances of plagiarism and consequent decline in the academic ethos are detrimental to research and steps must be taken to curb it.'' According to sources, Guru Gobind Singh Indraprastha University (GGSIPU) perhaps represents the worst case scenario. It has not only protected and rewarded the accused plagiarists, but also victimised the whistleblowers. MAIL TODAY had reported on February 1, 2013 regarding the plagiarism charges against two Deans of Indraprastha University, Prof. Saroj Sharma and Prof. Suman Gupta. Sources disclose that after a year of enquiry the charges of plagiarism were diluted in both cases but could not be completely denied and the two professors continue to call the shots in IP University.
    Instead, the teachers who complained against them had to face memos and show cause notices and were accused of making false complaints of plagiarism. The university has also sought to develop a policy on plagiarism that focused a lot more on what to do with the complainants, rather than on those who are found guilty of plagiarism.
    Interestingly, the enquiry committee against plagiarism invented terms such as "tolerable" plagiarism, "negligible" plagiarism, non-plagiarism, etc., to dilute the charges against Suman Gupta and avoid punitive measures. Saroj Sharma was let off with a "suitable advisory".
    However, Sharma said that all allegations against her were false and she has been given a clean chit by enquiry committee. "These were motivated allegations against me. It was a third party alleging me of plagiarism of someone else's work. I have got a clean chit," said Sharma. Professor Suman Gupta did not respond to calls from MAIL TODAY.
    JNU was shocked recently when in one centre of the university the Chair reported there was more than 50 per cent plagiarism in many of the dissertations. Yet, these students obtained not only pass grades but even good grades.
    The JNU teachers' association has recently vowed to fight plagiarism in an ultimatum served to JNU VC, and has also raised it in the Coordination Committee of Teachers' Associations of Delhi (CCTAD) that it currently leads on behalf of various universities of Delhi.
    "The current VC of DU, Dinesh Singh, had his share of trouble for dressing up his publication lists; the Director of DU's NSIT was removed some years ago on charges of plagiarism; the Pondicherry University VC is currently facing plagiarism charges. So are many faculty and students in many other universities," a senior faculty member said.
    Jamia Millia Islamia has also reported cases of plagiarism with the help of newly-introduced software. The university used the software before final submissions and all plagiarised papers were returned to students for rework. In January, authorities found 59 of the total 61 project works done by faculty members and students in the past three months contained materials lifted from various sources

Former Delhi University vice-chancellor Deepak Pental’s arrest on Tuesday for his alleged involvement in a plagiarism case might have come as a surprise to many, but this case was first taken up in the local court at least five years ago.
In 2009, P Pardha Saradhi filed a private complaint before a Delhi court under various sections of the IPC, including forgery, criminal conspiracy and criminal breach of trust.
Saradhi, who now teaches in DU’s environmental studies centre, alleged Pental had plagiarised his work on genetically-modified Indian mustard,  with the help from a research scholar, KVSK Prasad, the other accused in the case.
Saradhi told Newsline that Prasad had worked under him on his PhD thesis and went on to conduct research under Pental. “In connivance with Pental, the research scholar took the seed of codA transgenic Indian mustard developed by my team under India-Japan Cooperate Science Programme. Pental allowed Prasad to use this GM seed for carrying out further research, fully aware that all GM material are put under the tag of ‘Hazardous’ under Environmental Protection Act (EPA),” Saradhi said.
“This was shown as work carried in Deepak Pental’s lab during 2001-2004. Verbatim sentences, exactly same data and similar figures and numbers were copied from the report submitted by us to DST under India-Japan Cooperative Science Programme,” Saradhi alleged.
In 2009, following a complaint filed by Saradhi in Delhi University, a committee was set up to look into the issue. Alleging that the university did not act on his complaint, Saradhi sought information through RTI requests.
He said: “When I saw that the university was not acting on my complaint, I tried to seek information on the action taken on my complaint under RTI Act, but the university still did not take any action. It was only after I sent an appeal to the appellate authority that a committee was formed to look into my complaint. It gave a clean chit to Deepak Pental.”
The counsel for the accused, Samrat Nigam, told Newsline that the committee’s report had indeed given a clean chit to the former V-C.

NEW DELHI Former Delhi University vice chancellor Deepak Pental has been detained in a Delhi court on a plagiarism complaint by a fellow professor.

A local court has reportedly ordered Mr Pental's arrest on a petition by Professor P Parthasarthy.

Mr Parthsarathy has reportedly alleged that Mr Pental and his student had plagiarised another researcher's work on biotechnology.

Mr Pental, a professor of genetics and a noted researcher, was the vice chancellor of Delhi University in 2005-2010.

स्मृति ईरानी मानव संसाधन विकास मंत्री बनने के बाद से ही विवादों में घिरी हुई हैं। उन्होंने अपने 'पुराने परिचित' को नेशनल इंस्टिट्यूट ऑफ टेक्नॉलोजी का चेयरमैन नियुक्‍त कर एक नए विवाद को न्योता दे दिया है।

विश्राम जामदार ने स्मृति को मानव संसाधन व‌िकास मंत्री बनने के बाद बधाई दी थी और उन्हें एक पत्र भेजा था, जिसमें उन्होंने कहा था कि वे आरएसएस के सदस्य रह चुके हैं। उन्होंने स्मृति को याद दिलाया था कि वे उनके नागपुर स्थित आवास पर रुक चुकी हैं।

पत्र के कुछ ही दिनों बाद विश्राम जामदार को विश्वेषरैया इंस्टिट्यूट ऑफ टेक्नॉलोजी (वीएनआईटी) का चेयरमैन नियुक्त कर दिया गया। ये संस्‍थान नागपुर में है।
शुक्रवार को स्मृति से नियुक्त के बावत सवाल किए गए तो उन्होंने जवाब देने से इनकार कर दिया। वीएनआईटी के चेयरमैन पद के लिए मानव संसधान‌ विकास मंत्रालय को चार नामों की‌ सिफ‌ारिश भेजी गई थी।

लेकिन मंत्रालय ने सभी नामों को दरकिनार कर विश्राम जामदार के नाम की सिफारिश राष्ट्रपति को भेजी। 15 सितंबर को राष्ट्रपति ने उसकी नियु‌‌क्ति पर सहमति की मुहर लगा दी।

केंद्रीय मंत्री के रूप में शपथ लेने के ठीक दो दिन बाद यानी 28 मई को विश्राम जामदार ने स्मृति इरानी को एक पत्र लिखा था।
पत्र में जामदार ने कहा, 'नागपुर में हमारे घर पर आप कुछ देर के लिए रुकीं थी और उसके बाद दिल्ली में भाजपा ऑफिस में आप से मुलाकात हुई। उन मुलकातों में मैंने और मेरे परिवार ने आप में एक ‌अद्वितीय व्यक्तित्व पाया था।'

जामदार ने कहा कि हमें ये पूरा भरोसा है कि आपके नेतृत्व में मानव संसाधन विकास मंत्रालय ऊचाइयों को छूएगा। उन्होंने पत्र के साथ अपना रिज्यूमे भी भेजा था। पत्र में अपनी आरएसएस पृष्ठभूमि का जिक्र करते हुए जामदार ने लिखा कि आरएसएस का सदस्य होने के बाद भी मैं अर्जुन सिंह के मानव संसाधन मंत्री होते हुए भी वीएनआईटी के बोर्ड ऑफ गवर्नर में बना रहा तो ये मेरा काम बताने के लिए काफी है।

उन्होंने लिखा कि अपनी इसी पृष्ठभूमि के कारण मेरी इच्छा है कि मैं संस्‍थान के चेयरमैन के रूप मे काम करूं। 12 एनआईटी के चेयरमैन की नियु‌क्ति अब भी होनी है, लेकिन 29 अगस्त को स्‍मृति इरानी ने जामदार के नाम की सिफारिश कर दी।
